The humor here relies on the fact that, by a dramatic close-up and the dramatic yelling of a command, we assume that the man knows the aliens' weakness, and that it is cheese. However, when the command is followed, and the people throw the cheese, the bait-and-switch tactic is revealed by the revelation that cheese is not the aliens' weakness. Thus we are led to the conclusion that the man shown had no idea what he was doing and was only trying to gain an army or attention.
