If a malcontent had access to the tools to make that kind of weapon certainly a more intelligent species of mind who understood the benefits of collaboration and consequently non-violence would have more effective tools and countermeasures at their disposal.

Venter is not financed by tax dollars. He is actually running his own company and funds this research from the revenues of his company.
