If you are on snes9x, enable it in input config. When jet-dashing (either semi-charged or fully charged) against a ceiling,you can be inside the ceiling by one pixel(whereas when you fly against it from below you will be one pixel lower). So when you are a pixel inside the ceiling like this, you can press up&down which causes Jetkirby to fly diagonally, and it allows him to fly through the ceiling. As Fire kirby you can fly downwards at high speed using up&down when firedashing.
