Believe me im a delivery driver in cumberland the roads are so bad i have to do $800 in repairs every year to my car to the shocks struts and ne thing to do with wheel alignment and stability.
I visit Cumberland every year for the past 5 years. Never saw a problem with the streets.

Visitors rarely go on the back streets, and the examples I have provided speak for themselves.

While a grant writing administrator is one solution I mentioned in the video, a Fire Corps chapter could also help with grant writing for the Fire Department.
I can say that if a volunteer fire department is proposed it is more likely to be done under the guise of consolidating emergency services with the county, but you won't hear it from me.

One thing to keep in mind is the state of the city's finances. More money than what is paid for by taxpayers goes to Public Safety. I never advocated a volunteer fire department, rather, I would like to see the city pursue a fundraising effort that would pair an chapter of Fire Corps with a foundation that could channel money from fundraising efforts to the fire department.
