If shirohige was the strongest man in the world, surely sengoku is the one with the biggest cock ever after shirohige. @internazionalikos2 Teach survived an assault from Whitebeard and just took a hit from Fleet Admiral Sengoku. The marine soldiers would simply be in Sengoku's (and Garp's) way. Not to mention most marine soldiers were wounded so dealing with gun recoil might not be the best thing.
