Chinese President Hu Jintao visits Seattle

What happens to Seattles already nasty traffic situation when the President of China comes to town? Complete hault of I-5 for his journey. Be aware that the interstate was actually blocked for about 5 minutes before this video starts and another 30 or so motorcycle cops passed about 1 minute before the video starts, presumably to block off entry raps ahead of him.
