Yes, from what I understand of it, that is that they were representative of the Jews, Cardassians were Germans, Klingons were Russians, Then the Romulans were Koreans, and Vulcans were Chinese.

I just finished DS9 a few weeks ago for the first time. I grew up watching Voyager with TNG and Enterprise later on. DS9 is definitely the best. Is it weird I want to re-watch the entire season AGAIN?

I think that's why Andrew Robinson the actor that portrayed Garak and did most of his character development wrote a book called "A Stitich In Time" where he followed up where the series left off and also provided a back story for Garak which explained a lot but still left enough mystery about the character. Highly Suggest checking it out.

The cardassians are based on the Germans, and I think also they included a lot of influence from "basic" lore/knowledge of the real tau cetian human race.
Brilliantly written, brilliantly acted... I would expect no less from an episode of DS9, the finest of all five of the TVTreks.

Maybe it's just me but...I think Garak deserved more of a sendoff than this.
I don't know the exact number of episodes he appeared in but whenever I do see the number, I always think, "Huh, I thought he was in a lot more than that."
That's when you know the writers have made a very memorable character
