In November 2010, the Israeli government voted to no longer sponsor Ethiopian immigration. It will only fly in 8,000 more Ethiopian Jews over the course of four years. Such a quota has not been placed on any other group of immigrant Jews making Aliya, the Zionist journey back to what they see as their ancestral homeland.
The Government of Israel passed the legislation in order so that people do not abuse the right of return by simply 'converting' to Judaism.
But the last 8000 Ethiopian Jews will be returned.

This is actually incorrect.
The population of Ethiopian Jews in Israel is roughly 120,000. The number left is Ethiopia is roughly 3100-8500.
So after the last 8000 there are no more Ethiopian Jews as determined by their lineage and not recent conversion to immigrate into Israel.
