It was Soviet Union spacecraft, not Russian one. There is a HUGE difference, Soviet Union is not a Russia. One of the most obvious - Russia got less then half of population of Soviet Union and many orders of magnitude less influence on the rest of the world...
Also, we dont know if the ISS works. it works in LEO where we can bail it out every 10 minutes. there are still so many things which have to be worked out if we want to put a station in LLO. I dont think it would make sence to move the ISS to LLO.
A joint NASA ESA study into common lunar infrastructure proposed a european LLO station which would serve as a safe haven for the people on the moon. the problem with that is that if you take down the ISS the safe haven may not be safe.
In the big picture the ISS is primarily a prototipe for any future space station or spaceship for use beond LEO.
In the mean time the ISS provides insight to yet unknown properties of organic materials which may well be helpful in medical research on earth. Im not saying you can produce pills on the ISS and use them onearth, but you can learn things about organic and inorganic materials. The knowladge is then usable on earth.
Also its a dry run for building possible future stations in low lunar orbit, LEO or perhaps LMO.
You cant just build a station which would play a vital role in future lunar or martian infrastructure without knowing the things we are learning with the ISS. Every issue we have with the ISS we can avoid with a station in LLO or LMO. With the ISS we can easily evacuate it, send repair equiptment, send extra oxigen, water in case the life support systems fail and so on and so forth........
The ISS is vital for long range space missions because it is the only place where research into long term exposure to microgravity can take place. Microgravity is bad for people. The only place we can figure out the mechanisems behind it and a solution for it is the ISS.
The same goes for materials. For instance I know about a joint ESA NASA experiment on Columbus which looks into the efects of long term exposure of materials to space conditions.....
3 NOTHING is going to bring back the space exploration enthusiasm of the 60's because people are much more stupid now...
4 why is everybody acting like the ISS is a big waste of time and money??? they do real science there, they are working in space for 6 months at a time (not 3 days!) they are testing IN SPACE the new technology witch we need for the long duration missions to the Moon and Mars
1 taking risks with the life's of astronauts and cosmonauts is not the right way to go and you're making it sound like today's astronauts are not as brave and competent as the "good old boys" witch is NOT true
2 having dead astronauts orbiting Earth or the Moon is the worst thing that could happen (Part 1)

Canada fined Russia because Cosmos 954 had a nuclear reactor that failed to eject and reentered over canada.
