it IS an easter egg because:
1. Why would you be able to pick it up if it wasn't?
2. Rockstar made both games.
3. It's a fucking cowboy hat in a Los Angeles trash can in a crime scene!
If it were found during the traffic case at the Hollywood set and prop houses, then it wouldn't be an easter egg. The fact that it is SO out of place (in an alleyway at a crime scene in downtown Los Angeles) means that it probably IS an easter egg. Why is this an issue?

You know what else? You can find a gun on a rooftop. It's a GTA4 easter egg because Niko used a gun
