Nope. When C4C was in effect, the vehicle had to have been in drivable and serviceable condition along with documentation proving you owned and used the vehicle for that purpose for at least one year.

In short, a functional vehicle.

Thinking about it, it still angers me how these vehicles went to waste when they could have gone to the needy because people need to get around to be productive and most of America does not have a public transportation system to serve that need.
