If prisoners were not counted as "residents," seven upstate Senate districts would be 5 percent short of their required population size, and thus have to be redrawn. This means that senators in those districts -- all of them Republicans -- would lose their seats, causing Republicans to lose their slim Senate majority. Unsurprisingly, Senate Republicans remain staunch opponents of repealing the Rockefeller Drug Laws. Rockefeller Drug Laws removed judicial discretion from drug sentencing.

I'm concerned that the people are asking for "reform" in general instead of having specific changes listed. This allows a watered-down reform to go through. It also helps the politician who is genuinely wanting to satisfy voters, but has to set up a commission to figure out what to do.

sheesh, I can't believe these horrible laws are taking this long to reform... how horrible...

Then again, the whole drug war policy, needs a major reform... starting with legalizing Cannabis. lol
