when i tried to resign it, it said user defined key vault not fined. What did i do wrong?

hey im trying to put a skyrim save from a pc into an xbox360, i read that all i had to do was rename it and rehash and resign it using horizon but i keep getting an error message that says its an invalid stfs package, and i keep reading about con files but you cant just rename it into con can anyone help me please?

thanks :) but how do i get my xex menu to open i dont have a jtag but you can still use it without a jtag appently
