The data on a CD/DVD is not in the metallic reflective part, it is in little microscopic bumps or impressions in the plastic part of the CD. The metallic part just helps to reflect the laser back at the receiver to register the bumps. The information is sandwiched in between the reflective metallic part and a protective acrylic layer.
Would be useful if they sold these things already made, so you could attach them, or just tougher CD/DVD's.

@thesnare100 yes technically it is possible but from the view point of business management, it slows down the cycle of re-production of those discs, not a good choice for maker companies,
they always think of these issues.

@graffitikid17 actually i haven't tried that one, you may give it a try, first using an old game disc as trial, if it worked then go on with the desired one.
there are 3 plastic layers, you should take the most tiny thin one to use.

Why is this not recommended for computer drives? How will this effect the drive or the cd? Will it break one or the other?

@Selsiuss2 good question: A computer DVD ROM is very sensitive,it is designed to read the programing data, and the motor is not as strong as regular media players. so the little extra weight cannot be supported by a computer DVD-ROM,it is highly sensitive and can recognize it, but a regular DVD player can play it.
