Today, the Ottawa Police tabled the 2011 Draft Operating and Capital Budgets at a special meeting of the Ottawa Police Services Board.

The projected 2011 net operating budget for the Ottawa Police Service (OPS) will be $236.9 million on a gross operating budget of $258.0 million. This represents a net increase of $9.0 million (3.9%) over 2010. However, with expected assessment growth estimated at $4.0 million, the resulting net increase to the police tax rate is $5.0 million or 2.5%. In dollar terms, this equates to approximately $12 per year for the average urban residence. The 2011 OPS capital budget totals $14.9 million.

A package of $6.1 million of budget reductions has been included in the budget proposal to bring it to the 2.5% increase level.

The 2011 capital work plan of $14.9 million, which is funded by pay-as-you-go sources, can proceed as planned. It provides for the renewal or replacement of fleet, equipment and technology.

In keeping with the requirement to table a three-year operating forecast, the Draft Operating and Capital Budget document also includes a 2.5% tax increase budget scenario for 2012-2014. In those years, reductions of $1.3 million, $2.0 million and $1.2 million are required in 2012, 2013 and 2014 respectively to meet the target. New capital projects in the forecast period which require debt funding will be delayed.


A public consultation opportunity - where the community can comment on the Draft 2011 Budget - will take place on January 24, 2011 at 5 p.m. and on February 28, 2011 at 4 p.m. in the Champlain Room, City Hall, 110 Laurier Avenue, 2nd floor.

An additional opportunity for public comments on the Draft Budget will take place at the Police Services Board meeting on Monday, March 7, 2011 where the budget will be passed. The meeting takes place at 9:00 a.m., in the Champlain Room, City Hall.
