They made reggie's rating all at 99. When an RB's ratings are all at 99 the default weapon icon is the stiff arm weapon.

you're right, you can keep the button pressed as you scroll through different plays, and when you release the button it will choose your original play. That's a way to bluff out your opponent. However, before you go around calling people dumbass motherfuckers you should know that in old-gen Madden you could choose between 9 plays, not just 3. If you used the shoulder buttons it would choose from the 3 plays either below or above the plays you're currently looking at.
