Parents need to take resposibility for raising their children and monitoring and controlling the content of what their kids come in contact with as much as is feasible and logical (b/c, yes, I know kids find a way to get at forbidden content) and not buy or finance their children buying the violent stuff and ta da! the game companies will tone it down because they want your money. No acts of congress needed.
