They wrote it when touring with the chili peppers, and it's obviously influenced by the chilis. It's actually about their own tour bus driver named Frank. Hopefully he wasn't cannibalistic, but he certainly inspired some creative lyrics :-)
I dont think its a tribute to the chili's, its in the lost dogs booklet, i'm sure theres a little message for the chili's in there. But it's about a serial killer who put his victims in his food.

Just to have the 1or 2 "bonus tracks" you'd have to drop 24 bucks.
