It's more clarified in the second musical, for he actually acts more femenine. So yes, he's supposed to be pretending to be female.

My friends and I cosplayed Bacchus. I was Hamlet and the person as Puck got his act down pat so it was like having the real one. I was surprised how many people knew who we were.
