The way Pakistan have been obeying USA since 1947 it must be given the status of a sovereign US state & US must implement its rules of justice equality & rule of law. Only then can Pakistan come out of the financial crisis its caught in & be able to return all the loans US/IMF/W.B have loaned so far.
