Liz is doing what she believes is best for everyone. She is trying to keep Lucky from relapsing, and she doesn't want to ruin Jason's relationship or lack there of with Sam. She has already admitted that she love's Jason, but without the sentiment being returned, she is doing what she feels is right.
She is being selfless throughout, even though she is hurting herself, by denying what she really wants. Sam is heartless and unworthy of Jason.
