The Meyner Center for the Study of State and Local Government, located at Lafayette College in Easton, Pennsylvania, held its annual forum on June 7, 2011. The topic was "local government management during the continued financial crisis" and included presentations by John Kincaid, MIchael A. Pagano, Chris Hoene, and Dana Redd.
This video includes the presentation by MIchael Pagano, Dean of the College of Urban Planning & Public Affairs at the University of Illinois at Chicago. He discussed historical shifts in local government revenue portfolios, explained the factors that created today's fiscal problems, and assessed the current fiscal architecture of cities. He also proposed policies local governments might consider as they navigate the difficult waters of the Great Recession, which might get more choppy over the next year or two even if the current economy settles down.
