Maybe if you all werent retarded, you would realize that it doesnt have to be either A) a rip off, or B) not a rip off. Thats why its called theorizing, because people are entitled to their own ideas and/or opinions. My personal theory is that The Decemberists could have gotten inspiration from the Bon Jovi song Wanted Dead or Alive. If you compare the album covers for Slippery When Wet and The Hazards of Love, you can easily see the similarities... Use your noggin...
