Because essentially it's a howling Beastly sounding woman laughing nonstop while you're being surrounded by an entire hall of dead people hung up by strings shooting at you while your own teammate is forcibly held up on strings and shooting back.
Plus, when I say Psychotic, I mean the basics. "Insane."

Well it wasnt really psychosis she was controlling their nanomachines.
Not one of my favorite MGS boss themes I must be honest although it does have that retro boss theme feel to it..

No I don't mean Psycho kenisis, I mean psychotic, it has a psychotic feel to it all. Definitely not the best theme in this game....*Vamp's is the best.* But I still sorta like the different feel this theme had compared to every other boss theme before it.
