Rep. Patrick Meehan (PA-07) offers an amendment to H.R. 4310, National Defense Authorization Act for Fiscal Year 2013. The Meehan amendment requires the Secretary of State to submit a report to Congress explaining whether Boko Haram, an Islamist terrorist group based in Nigeria, meets the criteria for designation as a Foreign Terrorist Organization (FTO). If the Secretary determines Boko Haram does not merit FTO designation, the amendment also would require the Secretary to inform Congress, which criteria are not met.
