Try downloading an older version. There should be several up on the Audacity homepage; I don't recall the exact version number, but some older build does come with FFT Filter.

almost all video tutorials for this radio voice copy the same lame FFT+Highpass method. Do you guys even know what the FFT does? Why do you do FFT+Highpass instead of something else? Why do you use these values and not others? 20 people doing same tutorials is nothing but virtual dickwaving.
