Yes, you are correct. These are lighter and shorter in comparison to what we use to practice.
To practice using light spears is doing a disfavor to yourself. One needs to train to use the right muscles of the back, and not the arms. And any training that involves weapons, muscle memory is easier to achieve if utilizing heavier weapons.

您好。我不知左右撇有沒有差別。應該順手就好。我右手在後是因為我是右撇子，而扎槍時象出拳，所以右手在後。
而分合是身帶，所以手沒差。

I only know where you can get them in Los Angeles, California, USA, or Vancouver BC, Canada.
You can also try Chinese book stores. Usually even if they do not carry it there, they should be able to point you in the right direction.
The material for the spear used in these videos is literally translated as "white wax stick"
