This is so funny! The so-called "Private Investigator" is just a SCAM Artist. She saw this girls "Missed Connection" ad, and responded to help with Tiffanys Missed Connection. I wonder how many Other Missed Connection ads this "Private Investagator" responded to before one person bit the hook? If Tiffany saw this guy on a bike path, she could have just gone there on her own and waited to see him again, and strike up a conversation with him.
