If Modi's complicity has been proved comprehensively, then he would have been in trouble as Congress is in power. Pakistan is totally controlled by the army and the pak army is controlled by US, China etc. They will supply arms as long as India can be bled for strategic gains. Indias ony recourse will be to take drastic action against Pak or else it will have to live in perpetually a hostile environment. Indian non response acts like an incentive to pak to continue attacking.

From that point of view we in India let the likes of Modi walk even while his complicity in the Godhra train burling case is corroborated by his colleagues. BTW, disciplining - meaning a military response has been proven time and time again as a failed strategy. Pakistans problems got worse after the Afghan episode, and a serious effort is needed to rehabilitate - not to discipline. My two cents, for what they ae worth.

I am not pakistani. And my view has changed now anyway. I think a good percentage of Paki elite think they can take on India with China's support. Pakistan requires some serious disciplining.
