According to Racinglines online description, the catalytic converter it deletes is unmetered, so it should technically still pass emissions everywhere but California. But that's based on what racingline says. The real world may be different.

@brian4351 that's correct, it will pass the visual test and won't trip any codes on the car. I've heard it won't pass the "sniffer" test in Cali.

I've read some comments about not being able to pass emissions with the racing Y-pipe ... any truth?

Well I've never been required to take an emission test, but from what I hear it will pass the visual inspection but not the chemical inspection. I if you get it I would suggest keeping the original y-pipe to put on if you have to pass emissions. It removes one of the catalytic converters so the exhaust is less "filtered" than stock.
