What happens if you leave the dial tone on the phone running!

If you turn on the phone and hear the dial tone and leave it, the dial tone is followed by this louder, annoying, beep sounds that nobody wants to hear. Nowadays, you hear the annoying sound RIGHT after you hear the dial tone, but in the mid-1990s, you would hear the dial tone, and then some automated message, and then another sound (that sounds like a dial tone), followed by a higher-pitched sound, and then the annoying beep sounds (mentioned earlier in this description).
