This video shows that a change in int (without a change in total magic) affects the damage dealt on monsters. This implies that magic is not the only factor in the damage formula for spells.

20 int 50 magic. Damage seen 44-72 with 28 data, average 58.42 and standard deviation 7.41.
50 int 50 magic. Damage seen 49-78 with 48 data, average 62.23 and standard deviation 8.86.
