You don't need Shivering Isles for it. Just try searching for it online, you'll find directions. It was hard to find, it's somewhere in the Northeastern part of Cyrodil.

The sound quality on my camera kinda sucks, I had to use my video editing program to turn up the volume a bit. But it's good enough to hear it clearly. This is on PS3 BTW.
