@Doommaster1994 Yep. I think it was a joint venture between two Japanese companies and their North American branch.

@ApacheMan2K The NES versions were developed by a company called Kotobuki System but I think that Kemco▲Seika published all their games.

@Doommaster1994 Actually, I think Kemco developed the NES version for Icom, just as they developed the NES and Super NES ports of Infogrames' computer games.
