I think you're right Dave about writing these things down affirms your commitment to wanting, needing, and seeking a certain thing.

But asking the universe/populace/peers, what have you, is fruitless. Nobody is going to give or allow you to have anything. You have to bump them out of the way and take it, but cause they would certainly do that to you.
