For a detailed read of the US situation, you can search for the Prometheus Radio Project. They have explained the situation very very well.

Community, student, LPFM "stops" are unlikely to adopt the technology because of it's sophisticated troublesome law aspect and high costs in deploying transmission equipment. Anyhow, the wind has carried HD radio in a small part of the universe for now - it is very rare in Europe where I reside. To put a full-stop to the end, I believe in means of technology it has great advantage over the old one, but for now it is an enterprise-oriented technology with the big bucks spinning around it.

In the listener's part, no large change will occour because of HD R. - if recievers remain to be manufactured wit low quality compontents, even HE-AAC can not provide enough of an improvement. Personally, I like the technology but some principals of it (one station having multiple - possibly different streams) makes me skeptical: to allow corporate giants growing three programs on one licence (freq) is a direct revenue gift to them and another level down the ground for one of us small stations.
