@flipperwat88 You need Cop Land for the cop outfit but you need to beat the main game to make the Hunter appear in Fort Baxter. Hope I helped you!.

Dude...there's a lot easier way. Just land a regular helecopter next to it while wearing a cop uniform. Then hop in the Hunter and fly away. (Or try the same thing without the cop uniform and see if you can fly away before they shoot you. (More of a challenge.))
