Dictator has better walking speed, more useful dashes, usable focus, can actually do some pressure, better mobility overall and he can get out of mixup almost for free when he has meter.

And why would having more ways to combo into ultra would matter when pretty much everything Sagat does up close may lead to ultra anyway, and for much better damage ?

Because Ryu is an easier character to play who has more ways to combo into ultra and much, much easier combos. He also has about 100x as many frame traps as Sagat. Sagat's up close game isn't as good either.

Ryu is a zoning character. But Sagat's fireballs are about twice as good as Ryu's. So why play Ryu when you can play Sagat ?

Dictator is a footsie character. But Boxer's normals are about twice as good as dictators. So why play Dic when you can play Boxer? It makes sense. I've played Dic in almost every game and this is definitely his worse incarnation besides for Alpha 2.

Why play Dic when you can play a better Dic in Boxer, is the general opinion.
