The CWMU program provides landowners with an economic incentive to keep their private range and forest lands as wildlife habitat instead of developing them.
CWMUs comprise more than 100 properties with over 2 million acres of land in Utah. The lands provide more than 3,200 hunting permits in 2009. About 14 percent of those permits are available to the general public through the states big game drawing.

The public draw is not limited to members of the church and neither are the bought permits. I have heard there is no alcohol allowed in the lodge.
