William F. Baker, Ph.D. , CEO of Educational Broadcasting Corporation, which operates New York's top public television stations WLIW and WNET, delivers the annual James L. Loper Lecture in Public Service Broadcasting. WNET is "the most-watched public television station in the United States" and is "the larges producer of cultural and arts programming in America." Baker's career spans four decades in the industry. Previously he was president of Westinghouse Television, Inc. and chairman of Group W Satellite Communications. He is a member of Broadcasting & Cable's Hall of Fame. The Loper Lecture, named in honor of communication professor James L. Loper, was established in 2005 to bring industry leaders together to assess the state of public service broadcasting and chart a course for the future.
