I have had it repaired by a local electronics store. It is now in working order but the guy informed me that the internal fan was much louder than it should be and should be replaced.
It turned out that the PS3 had been opened before, although they had managed to re-seal the warranty sticker. Fortunately the repair guy gave me 2 months warranty for his work anyway. He also mentioned that a lot of the internal screws were missing and the board was bowed where it had been over done with a heat gun.
He said it will be fine now although I was not convinced by his optimism I assume I should think about replacing the internal fan in 2 months if it lasts that long. I'm keeping it upright for now as this will minimise the base getting hot and try to only use for about 2 hours at a time.
