It was his fault entirely and absolutely. He was also goading her by the questions he was asking, intentionally escalating the situation. This mail carrier is the epitome of a bureaucratic drone.

I'm really glad the mail carrier was fired. She signed the card and realized what the piece of mail was, and wanted to retract her card, but he, thinking that he was a little government pawn and the big bad government would fire him if he used his common sense, because he was not familiar with the policies in this country, refused to give it back to her. It was a reasonable request, he responded in an oppressive manner to this citizen, and therefore she went ballistic.
