@triangleshapedcheese That's the flag of the Province of British Columbia of which Victoria is the capital. It is similiar to the British Indian Ocean territory flag.

@triangleshapedcheese I contacted the BC/Yukon Command The Royal Canadian Legion with your question. This is their response;
"I have been told the flag in question is believed to be an old Norwegian Flag and the information was received from the I/C of the Flag Party. We want to thank you for your contribution and observations. Victoria will review the flag party next year and ensure photos are taken of all flags displayed in the event there are any questions. Thank you. Joanne."
