(1) R1a comes from Siberia or Mongolia somewhere, R1b is still a unresolved matter, there are no confirmed status on R1b just speculations, really. (3)The thing with R1b is that there had to be two migrations, from it's root R M173 from the Caucasus, one in the paleolithic and another in the Neolithic, but everyone is more interested in the Neolithic and disregard the Paleolithic, and place only one migration for R1b into Europe in the Neolithic, So scientists are trying to say, western Europe was empty until the neolithic, but archeology say's otherwise, we have some of the oldest Paleolithic and Mesolithic sites in Europe and Asia.
