@leafblowinSK8 It makes the victim experience the sensation of drowning the mammalian diving reflex. The body goes into and, if done repeatedly, out of a state of panic.
Basically, the initial reaction is indeed stressful and shocking but the repeated application and when used with other non detectable torture techniques is exhausting both mentally and physically.
