Dr. Paul was not referring to the drug dealers disproportionally being put in prison, but to the regular black people found with small quantity of whatever they got for themselves.
And this is perfectly true. Look at Hollywood people, they are doped all the time but barely any of them goes to jail, And by the way, the death of Whitney H. proves Dr. Paul even more right; no one can control someone's behavior through legislation. Laws don't make someone more responsible or moral.
