The difference between the two is that psychiatrists prescribe drugs for mental disorders while psychologists engage in talking therapy to help people. But both psychologists and psychiatrists are capable of recognizing schizophrenia and other mental disorders when they observe them.

They would diagnose schizophrenia like they would do with any other patient. They would observe the psychological symptoms as is defined by the DSMIV.
If you watch just a few of Tapper's videos (aka Reverend X), it will probably become clear to you that he definitely has more than few screws loose.
