ugh theres never the perfect color for me i have two foundations one darker and one lighter then i have to mix them to get the perfect shade

Hey!! I'm 11yrs old going on 12 in October.I never really wear make up(exept mascara) to anywhere and my face and neck are 2different shades.(my face is darker thant neck.) and wat kind of foundation is the best??? I can only afford anything under $13 or $15. Also one more thing should I get a powdery foundation or a creamish foundation????
