This is HORRIBLE corruption, but all you guys not from NYC don't get how things work. If you rat out people, they will come back and fucking kill you - no matter what. My mom told me when she was a kid, she had a friend who lived in an apartment complex run by the mafia and complained about stuff. Her mom eventually sued the man who owned the complex. Walking up the courthouse, she got shot and killed. Stuff like that happens in NYC...
