For self-defence purposes, China will develop its own navy according to its annual budget.China was long time a poor country and coundn't afford to spare money on defence.In the last century, British navy vessel sailed into Chanjiang(Yangtze river) and forced China to sign Nanking agreement to sublet Hong Kong to the British for 100 years until 1997.

Let the Chinese Navy do some police work for a while. at least they will get the job done without some beedeing heart crying that you didnt have to treat the pirates so bad. the US Navy has to get permission to fire on a pirate ship. the Chinese Navy will simply blow thier ass out of the water and move on. and let the Soviet Marines invade the country and take care of the job that's in need taking care of. let them kick ass and take names for a while.
